I think the first one was before ira's time so its probably the 2nd. I don't think that one made it 24 hours even. Both were completely disregarded -- which only makes sense on an island where half the people don't use their turn signals. Its purpose would be to show that on st john things are done a little different and st thomas govt officials who don't come over here don't get to decide everything........$irenu$a not withstanding..... I am happy to be a St. John nerd. The purpose (according to Feet, Fins etc.) was that the Government thought St. John needed traffic lights. It didn't so Ira Wade put one on the building.
