It sounds like the new guy has experience. I live in a state where state police officers are not allowed to serve in their home (meaning where they were raised) districts because potential conflicts of interest. I'm not being cynical or anything else here, it's just that STJ is a small island and people are people. Maybe somebody with no ties to anyone on the island will be more free to follow clues and let the chips fall where they may.
